CARAMOAN AIRPORT
Three more expropriation cases have been filed by the provincial government of Camarines Sur against the remaining owners of the 103–hectare proposed airport site in Caramoan, Camarines Sur alongside the town proper bringing to at least 107 families the number of defendants in the civil cases.
This developed even as Undersecretary for Religious Affairs Fatima Valdes disclosed that DOTC Secretary Leandro Mendoza has decided to recall the P45-million allocation for the project.
The first expropriation case involving 18 families under special case no. T-1064 is already being heard in the sala of Judge Noel de Guzman Paulite at RTC Branch 30 in San Jose, Camarines Sur.
The provincial government has offered to buy the properties at only P6.80 per square meter or P68, 000.00 per hectare. Part of the proposed airport site includes residential areas including the present Partido State University Caramoan Campus while the rest are within the coverage area of the Hanopol Dam irrigation System.
At least two of the next three cases will be heard in the sala of Judge Ma. Angela Acompañado Arroyo at RTC Branch 25 also in San Jose, Camarines Sur.

The first expropriation case now being heard in the sala of Judge Paulite involved the following defendants: Purifi cacion Altez, Maximino Azaña, Manuel Azaña, Gavino Azaña, heirs of Marcial Alarkon represented by Corazon de los Santos, Patricia Arcilla, Gregorio Alvarez, Policarpio Beltran, Asuncion Berja, Nenita Borja, Jose Cama, Magno Clores, Luis Ellen, Vicente Fernando, heirs of Catalino Palaya represented by Virginia Palaya, Felizardo Ruiz, Domingo Ruiz and heirs of Marcela Virtuz represented by Edmundo Ruiz.
The proposed airport is opposed by the municipal government of Caramoan and the barangay councils of barangays affected by the airport site namely, Binanuahan, Lubas, Terogo, Tawog and Cadong. The Caramoan District Teachers and Employees Association (CADISTEA) and the Caramoan Parish Pastoral Council also sent separate petitions signed by more than 500 members to President Arroyo signifying their opposition to the planned airport saying it is too close to the residential area and within the coverage area of Hanopol Dam Irrigation System which will serve only 250 hectares. The government already spent about P110 million for the irrigation project which had been sought by Caramoan farmers for a long, long time as there is no existing irrigation system in the remote coastal town which habitually experiences shortage of rice supply.
Residents said if the airport site is transferred to another site possibly near barangay Paniman close to the tourism zone they would have no objection at all.
Defendants in the expropriation case are represented by Bishop Manolo A. de los Santos, D.D. through their counsel Atty. Amador L. Simando. The defendants had executed a special power of attorney designating Bishop de los Santos, who is actually one of the heirs of the properties involved in the expropriation case, as their representative.
