LRV files 114 bills, resolutions

The office of Congressman Luis R. Villafuerte this week disclosed that from the inception of the 14th Congress in July this year the solon has filed a total of 114 bills and resolutions, 56 of them with national application and the rest with local application.

This means that for every session day the prolific congressman of the Second District of Camarines Sur is able to file a minimum of two bills or resolutions, surpassing even his record in the 13th Congress for which he was partly chosen one of the most outstanding congressmen in the country by several organizations monitoring congressional performance.

Some of the bills of national application include:
1. An act integrating pre-schools in basic education;
2. An act to strengthen and enhance the use of English as the medium of instruction;
3. An act prescribing minimum knowledge and competencies for every subject in every grade or year level in elementary and high school;
4. An act creating the Department of Aquaculture and Fisheries Resources;
5. An act establishing a community orchard in every city or municipality of every province;
6. An act creating the Department of Information and Communication Technology;
7. An act to increase the penalty for theft or robbery committed within the premises of churches, temples and museums;
8. An act to exempt from taxation the income of minimum wage earners;
9. An act to provide mechanism for the discovery, development and utilization and commercialization of new and renewable sources of energy; and
10. An act prohibiting the importation, domestic sale or use of goods banned and the country and origin.

Some of the bills of local application are:
1. An act converting CSSAC into state university;
2. An act separating CSPC-Naga City Campus (formerly BCAT) from CSPC Nabua and converting it to state college to be known as Bicol State College of Applied Sciences and Technology;
3. An act establishing specialized national school for the physically handicapped in Pili;
4. An act establishing a national science high school in Cadlan, Pili;
5. An act establishing an agro-fishery school in Canaman;
6. An act establishing an agro-industrial high school in Comaguingking, Calabanga;
7. An act establishing a science and technology high school in Pili;
8. An act to establish the Bikol heritage museum and library;
9. An act creating the Bikol Cultural Center; and
10. An act to establish the Bikol Botanical Garden in Camarines Sur.
