[HEADLINERS] Huge loan may be big help or monstrous burden

Provincies with IRA of more than P1 billion annually include Pangasinan, Cebu, Negros Occidental, Bulacan, Quezon, Isabela, Palawan, Cavite, Batangas, Laguna, Nueva Ecija, Iloilo and Leyte.

Camarines Sur is not in the billionaire’s list. but very soon it may have about P2 billion, from a loan from a government financing institution.

If released that would mean about P2.5 billion provincial government debt because of a prior loan of about half a billion pesos.

In interest alone this means about P250 million a year.

The Local Government code authorizes LGus to borrow funds to finance vital projects to be paid out of the
regular IRA.

It could be a boon or bane.

If invested in undertakings that would immediately generate income, well and good. if not, every citizen of province will be saddled with an onerous responsibility never experienced before.

The national government is perpetually in debt because of reckless borrowing. Two thirds of national government revenues are paid to loan obligations every year.

The Manila Penninsula siege was no cause for alarm according to Speaker Jose de venecia in the Philippine Daily inquirer issue of December 3, 2007.

So, did he enjoy it?

On the proposal by Sen. Miriam Defensor Santiago that Senate should investigate Sen. Antonio Trillanes on his latest caper at Manila Penninsula, Sen. Juan Ponce Enrile quipped: “Why waste time on someone who made a fool out of himself?”

On the report that Trillanes surrendered because he didn’t want those supporting him to be harmed, Sen. Enrile added:
“Why wage a revolution if you don’t want your companions to be harmed?”

Trillanes obviously wants thrill.

Caramoan Mayor Constantino Cordial is said to frequently proudly talk about his fleet of expensive cars. That is his prerogative; he can flaunt his cars and other wealth if he believes it would boost his image.

But in Caramoan the late Mayors Glicerio Alarkon, Sr., Juan B. Cordis, Sr., and Cecenio S. Padua did not own any vehicle but were all able to serve the town very well, without any taint of involvement in any misdeeds.

Even former Mayor Carlos Cordial who is still around did not own a car when he served as mayor but he was also able to serve well. No one becomes a good mayor because of cars.

By the way, PENISULA MOnitOr conveys its sincerest best wishes and congratulations to Ex-Mayor and Mrs. carlos cordial who recently celebrated their golden wedding anniversary.

He is one cordial worth emulating for his honesty, sincerity, humility and more important, religiosity!

Rita Milla, now 46, a Filipina who now lives in Los Angeles, California and who claimed in a suit that she was sexually abused at different times by seven Roman Catholic priests, two of whom were Filipinos, will receive $500,000 as settlement from the Los Angeles Archdiocese.

Human beings as priests are, some get into sexual relations. But no one will believe that Rita Milla was raped all the time.

Some women actually seduce priests.

President Arroyo had to make a side trip to Saudi Arabia during her recent European tour to plead for the life of Marilou ranario who was sentenced to die by hanging for killing her employer.

Why must the government spend so much time and money for Filipinos who commit crimes in other countries?

How different are they from those who commit crimes here in the country?
