Teachers oppose airport plan

207 officers and members of the Caramoan District Teachers and Employees Association (CADISTEA) have signed a petition addressed to President Gloria Macapagal Arroyo “strongly opposing the construction of an airport in the municipality” at a 103-hectare site near or around the town proper joining in the process many other sectors of the community against the plan.

The resolution dated October 5, 2007 was signed by OIC Public Schools District Supervisor Romulo Naa together with CADISTEA president Melanio Basiño, Jr. and all CADISTEA offi cers and members after several barangay councils of affected barangays were said to have also signed similar petitions and resolutions. Barangays affected by the airport plan of the provincial government included Tawog, Binanuahan, Terogo, Pili-Centro, Cadong and Lubas. More than 150 families own the 103-hectare proposed site for which the provincial government is offering to pay only P68,200.00 per hectare. Some of the lots are mortgaged at more than P200,000 per hectare.

Earlier, Virac Bishop Manolo A. de los Santos, D.D., a native of the town, also wrote Atty. Augusto Camano, Camarines Sur Provincial Attorney, saying he appreciated the plan of the provincial government but the airport should be located elsewhere in the town.

“In carrying out such dream, the common cultural good of Caramoanons other than the economic and material benefits should be considered,” Bishop de los Santos wrote. “In all developmental endeavors, man should be above all at the center”, he reminded the provincial government.

The parish pastoral council is said to be also preparing its own petition.

Arguments against the airport plan revolved around the following:
1. The project would dislocate many homeowners and existing private and government institutions;
2. The airport area is the same project area of the Hanopol Dam irrigation project for which the government already spent more than P100 million;
3. The project area is virtually the only expansion area for the Caramoan town proper since east of the town are marble and limestone mountains that are not habitable.

Those opposed to the airport plan pointed out that the completion and concreting of the Caramoan coastal road is the more urgent need of the people.

If an airport is really necessary for tourism development, such airport may be located near the tourist zone at barangay Paniman or at San Vicente or at Lahuy Island where an airport was already built before the war.
