Cebu Congressman Pablo Garcia clarified that it was DILG Secretary Ronaldo Puno who masterminded the filing of a weak impeachment complaint against President Arroyo by lawyer Roel Pulido, and not the Villafuerte faction of KAMPI.
The weak complaint would prevent the filing of stronger complaints since only one such case could be filed within a year against an impeachable official.
It carried the implication that it was Puno who tried to bribe opposition congressmen through KAMPI executive director Francis Ver to endorse the complaint.
Puno the next day just countered that Garcia was trying to create discord in the ranks of the administration.
The question that needed to be answered simply was:
Did he or did he not mastermind the weak impeachment complaint?

Some of the congressmen who sided with Speaker Jose de Venecia in the last speakership fi ght sincerely believed in his leadership.
Many, however, did not bother to evaluate his fitness to continue as Speaker because of past, present and future favors.
They are more appropriately called congreasemen.

A columnist who hides behind a pseudonym and writes like a woman has gossiped that PENINSULA MONITOR was deep in politics in the last elections and is the mouthpiece of the organization CRANE.
PENINSULA MONITOR is owned and managed solely by its publisher. It carried politics-related news stories as every newspaper necessarily must during elections but its views did not at all reflect the CRANE although the publisher is CRANE president until December this year.
CRANE is a non-political, non-religious organization intended to accelerate development of the Caramoan Peninsula. In politics, its members support opposing candidates. A few of its members for instance went for Eddie Pilapil but most were openly for Gov. L-Ray Villafuerte. Of those members who voted in Naga City some went for Mayor Jesse Robredo, others for Jojo Villafuerte. Even in Caramoan, CRANE members independently went for Mayor Francis Benemerito and some for present Mayor Constantino Cordial. They were, however, practically unanimous for Congressman Luis R. Villafuerte.
But politics had never been an agenda in any of its meetings. And CRANE is candid on this matter unlike perhaps the intriguing columnist who swings to the left and to the right and obviously wants to do nasty things in the dark.
