The celebrated case of the shabu laboratory in sitio Badi, Binagasbasan, Garchitorena, Camarines Sur which the PNP and the PDEA raided on July 7, 2007 still hangs on the balance and has not been forwarded by the Camarines Sur Provincial Prosecutor’s Office to the regional trial court.
In a complaint filed with the Provincial Prosecutor’s Office PDEA Region 5 Offier-in-Charge Atty. Joey S. Quiriones had charged Willy Huit Cordial, barangay captain of Daraga, Caramoan and William Huit of San Felipe, Naga City along with seven Chinese nationals for violation of Republic Act 9165 or the Comprehensive Dangerous Act. Shabu ingredients and paraphernalia worth over P100 million were confiscated during the raid.
Willy Cordial is a brother of Caramoan Mayor Constantino Cordial.
But the government may be left holding an empty bag despite the overwhelming evidence at hand reportedly because of a legal procedural defect traced to the raiding team, particularly Quiriones himself who personally led the team.
The Camarines Sur Provincial Prosecutor’s Office is believed still studying the case.
Aside from the shabu ingredients the complaint included the affi davits of witnesses Joey Huit Cabida and Jonathan Huit Cabida, residents at sitio Badi. Joey said he saw Willy Cordial and William Huit help the Chinese nationals prepare shabu materials while Jonathan said he worked as assistant of Willy Cordial and Domingo Huit while delivering shabu to Catanduanes.
It was not clear also why Domingo Huit was not included in the PDEA complaint.
Efforts of PENINSULA MONITOR to reach Quiriones at Camp Simeon Ola in Legazpi City failed as Quiriones was said to have been reassigned to Manila.
The PDEA OIC who succeeded Quiriones, Major Joven Parcon, was also out of office at the time PENINSULA MONITOR visited the PDEA Regional Office but an employee assured he would request the PDEA regional head to contact PENINSULA MONITOR for an update on the case once he returns.
