PDEA charges Willy Cordial in Garchitorena drug bust

The Philippine Drug Enforcement Agency (PDEA) Regional Office here in Bicol has named two relatives of Caramoan Mayor Constantino huit Cordial, Jr. as respondents in a formal complaint filed with the Camarines Sur Provincial Prosecutor’s Office on August 22, 2007 for violation of Republic Act 9165 or the Comprehensive dangerous drugs Act in connection with the shabu laboratory at the island sitio of Badi, Binagasbasan, Garchitorena which authorities raided on July 7, 2007.

The suspects included Willy Cordial, more or less 40 years old married and barangay captain of barangay Daraga, Caramoan; William Huit, more or less 50 years old, married of San Felipe, Naga City and seven unidentified Chinese nationals. Cordial is a brother of Mayor Cordial while William Huit is a cousin.

After completing its own investigation the Provincial Prosecutor’s Office may file the appropriate case with the Regional Trial Court.

If found guilty the suspects could be sentenced to life imprisonment.

The complaint filed by Atty. Joey S. Quiriones, PDEA Region 5 Officer in charge, included affidavits of P/Insp. Edsel Villalobos of the PNP Crime Laboratory who examined the shabu ingredients confiscated estimated to be worth more than P100 million and those of brothers Joey Cabida y Huit and Jonathan Cabida y Huit, both of Binagasbasan, Garchitorena.

In his affidavit Joey Cabida said he saw Willy Cordial and William Huit mixing different chemicals with white crystalline substance together with the seven Chinese nationals. William Huit admitted to him it was shabu but warned him not to tell anybody.

Jonathan Cabida said in his affidavit that he worked as assistant of Domingo Huit and Willy Cordial during deliveries of shabu at Catanduanes province.

Other affidavits were those of SPO4 Efren Cardiño and PO1 Marlon B. Bola of the 5th Police Regional Mobile Group at Camp Gen. Simeon Ola in Legazpi City.

The PDEA complaint was also accompanied with cartographic sketches of the suspects.

An inventory of 42 different items of shabu ingredients and paraphernalia also formed part of the complaint. Confiscated shabu materials included three (3) sacks of Ephedrine of 63 kilos gross weight, and five (5) sacks of Potassium Hydroxide, about 118 kilos gross weight.

Joey related in his affidavit that he was once employed as security in the vicinity of the lot owned by Willy Cordial at sitio Badi which is beside the lot of Paquito Salazar where his family is the tenant. He said it was Domingo Huit, a distant relative of Joey and a close friend and relative of Willy Cordial who asked him to be perimeter security to the building erected at the lot of Willy Cordial. He said they were made to believe that it was a manufacturing establishment of feeds for fighting cocks. They were however warned and prohibited to get near the building. But one day, to satisfy his curiosity, Joey Cabida said he created a hole in the wall of the building and saw the seven Chinese nationals, Willy Cordial and William Huit mixing different chemicals with white crystalline substance.

Joey Cabida expounded in his affidavit details on the flow of delivery of the illegal drugs up to the time the operation was terminated on December 29, 2006.

His statements were corroborated by his brother Jonathan Cabida who worked as assistant of Domingo Huit and Willy Cordial during deliveries of shabu to Catanduanes which is only about two hours away by motorboat from the island sitio of Badi which faces Pacific Ocean. The island barangay of Daraga in Caramoan where Willy Cordial is barangay captain is between Badi and Catanduanes.

The suspected shabu laboratory was abandoned when the raiding team arrived on July 7, and the shabu materials were buried beneath the building.

Aside from 3 sacks of Ephedrine and 5 sacks of Potassium Hydroxide, the PDEA and PNP raiding team led by Atty. Quiriones himself confiscated the following items:
