[Editorial] City of Fear


The rash of killings here in Naga City characteristically by motorcycle-riding gunmen in broad daylight and in full view of many horrifi ed witnesses has raised the spectre of hired killers on the loose. it is very obvious that the criminals have little or no respect for the PNP and other law enforcement agencies, much more for the City Government which has not lifted a finger to allay the growing alarm and fear among the constituencies.

Rather than pursue an aggressive strategy to track down the criminals the City Government has chosen to tangle with the Camarines Sur Provincial Government on the use of Plaza Rizal with Naga City Mayor Jesse Robredo himself going physically combative by tearing down streamers at the plaza, perhaps to make people believe he, too, is a bully, a street fighter.

Naga City has no need for a grandstanding mayor but one who could effectively harness government manpower and resources to ensure the safety of the people. it is hypocrisy to flaunt Naga City as “Maogmang Lugar” or a happy place when right in downtown Naga City bullets snuff out the life of anyone without the authorities knowing for all eternity who did it. Naga City has instead become a city of terror and fear.

For, not one of the killings perpetrated by motorcycle-riding gunmen has been solved nor the killers at least even identified. the PnP always faces a blank wall and so Robredo himself has his back on the wall. Rattled and embarrassed, Robredo wants the PNP Chief again relieved but he has been frequently changing his PNP Chief but never solving criminality in the city.

How can people expect Naga City authorities to solve these killings by presumably professional criminals when the PNP could not even solve rampant cases of snatchings, holdups and robberies?

It is a common scene in downtown Naga City to see a policeman telling a woman who has her jewelries on not to wear them because of snatchers.

It is just like telling a constituent to live elsewhere but not in Naga City where criminals are on the loose because of an impotent, ineffective government.
