Bills seeking the conversion of the Camarines Sur State Agricultural College (CSSAC) into a state university and separating the Camarines Sur Polytechnic College-Naga City Campus formerly known as Bicol College of Arts and Trades (BCAT) from CSPC-Nabua and converting it into a state college were among 36 bills promptly refi led by Congressman Luis R. Villafuerte as soon as the 14th Congress convened.
All 36 bills had been passed by the House of Representatives in the 13th Congress but were among hundreds of bills unacted upon by the Senate which was preoccupied with a series of investigations supposedly in aid of legislation.
Congressman Villafuerte who had one of the biggest number of bills and resolutions among congressmen filed during the previous term, partly for which he consistently received the Most Outstanding Congressman Award, had introduced many education-related bills, and legislations pertaining to art and culture, science and technology, sports, environment and infrastructure build-up.
Included among those initially refiled were bills:
1.Creating an additional regional trial court branch in Pili, Camarines Sur;
2.Establishing an agro-industrial high school in Comaguingking, Calabanga;
3.Establishing an agro-fishery school in Canaman;
4.Establishing an arts and culture high school in Pili;
5.Establishing the Bicol Sports Academy in Pili;
6.Creating the Bicol Cultural Center;
7.Establishing the Bikol Heritage Museum and Library;
8.Establishing the Bikol botanical garden;
9.Establishing the national science high school in Cadlan, Pili;
10.Establishing a drug rehabilitation center in Pili;
11.Prescribing required minimum knowledge and competencies for every curricular subject in every grade and year level in basic education;
12.Establishing an embroidery and garments training center in Camaligan;
13.Establishing a bamboo-based handicraft training center in Bombon;
14.Providing for the construction and maintenance of flyover from Naga City Diversion road turning into Concepcion Pequeña road;
15.Establishing a handbook learning center for natural and synthetic fibers in Canaman;
16.Institutionalizing pre-school as integral part of basic education; and
17.Establishing a specialized national school for physically handicapped in Pili.
