Defensor letter reveals who helped CRANE pursue the Presentacion-Caramoan coastal road project

Aside from Bicol bishops who made representations with President Arroyo to grant the petition of CRANE in 2005 for the continuance and completion of the Caramoan coastal road, who among Camarines Sur leaders truly and actively worked for the prioritization of the crucial project?

The question becomes very relevant as the project is nearing full blast implementation and problems cropped up especially in the manner or mode of implementation.

Other than the incredibly high road opening costs which Congressman Luis R. Villafuerte himself questioned, a single contractor appears to have monopolized the contracts, inevitably resulting in delay in the implementation of the project.

Beneficiaries monitoring the project, including the clergy, have asked that Congressman Villafuerte continue to intervene to straighten up certain perceived misdirections in the coastal road project.

Hereunder is the full text of a letter by then Presidential Chief of Staff Michael Defensor to Congressman Villafuerte dated January 30, 2006, three days before President Arroyo announced the allocation for the project.
