Implementation starts at Caramoan coastal road
Mobilzation of heavy equipment towards the Presentacion – Caramoan coastal road project started this week signaling the beginning of the physical implementation of an undertaking long sought by all residents of Caramoan, the island province of Catanduanes and coastal barangays of Presentacion. This information was relayed to the Caramoan Residents Association in Naga City and its Environs (CRANE) by the DPWH Regional Office which is aware that the organization initiated last year the multi-sectoral appeal to the President Arroyo for the completion of the project which was started in 1991 by then Congressman Eduardo Pilapil but completely abandoned by his successors. President Arroyo allocated P250 million for the project during her visit her on February 2, 2006 but the amount will be released on staggered basis. A total of P79.5 million is now available for the project.
Both Gov. L-Ray Villafuerte and Congressman Luis R. Villafuerte had vigorously worked for the allocation of funds for the project.
Bicol Bishops, led by Most Rev. Manolo A. de los Santos, D.D., Bishop of Virac, had also made representations with President Arroyo for the approval of the project and are continuously monitoring the implementation.
Most Rev. Leonardo Z. Legaspi, O.P., D.D., Archbishop of Caceres, in a radio interview last week confirmed the participation of Bicol Bishops, particularly Bishop de los Santos, in the Caramoan coastal road project.
According to the DPWH, construction work will start on the road opening from Bitaogan, Presentacion to Canatuan, Caramoan and the improvement of the Pili, Presentacion to Bulalacao, Presentacion section. Improvement of the Liwacsa-Bitaogan section will also commence this week, all from the P29.5 million package whose release was worked out by Congressman Villafuerte.
Governor Villafuerte had also secured the release of P50 million which had been programmed for the opening of the Canatuan to Guijalo, Caramoan section and improvement of specific sections from Presentacion town to Bulalacao, Presentacion. The provincial government is going to directly undertake implementation of the P50 million package.
