It was the grandest celebration of the foundation anniversary of the province of Camarines Sur -- now billed as the “hottest festival in the world” -- since 1998 when the provincial government confirmed the historical data that the province was founded 427 years ago. With Governor L-Ray Villafuerte’s flair for the superlative in celebrations and his vision that Kaogma contests and activities should either be regional or national in scope more surprises may be anticipated next year.
