Atty. Renato Enciso |

A very conspicuous figure in the hierarchy of top officers of the Quedancor (Quedan and Rural Credit Guarantee Corporation) is a dashing, charismatic and brilliant Caramoanon who is making waves for his exemplary performance. Atty. Renato Zaleta Enciso, presently Regional Assistant Vice President for Region 5 and Area II Cluster Supervisor for the National Capital Region, Southern Luzon and Bicol (with a rank of Central Office vice president), has earned the reputation as an innovative thinker, efficient policymaker and effective implementor among Quedancor’s top performing executives. But this is overshadowed by the fact that in 2003 Quedancor in Bicol under his stewardship was so productive that it accounted for 63% of the aggregate earnings of the agency nationwide for the year. Every year, Quedancor Bicol with Atty. Enciso at the helm hovered at the top.
Equally amazing is his established track record of maintaining the lowest administrative and supervision cost among all Quedancor regional offices in the country. This invariably results in much higher income for the Bicol Quedancor.
Atty. Enciso typifies the determination, brilliance, industry and ambition of the Caramoanons. A son of the late Felix R. Enciso, a schoolteacher at Tabog, Caramoan and Socorro Zaleta, he first became a professional agricultural engineer after graduating from the Gregorio Araneta University Foundation. But his insatiable thirst for growth impelled him to take up law at the University of Nueva Caceres in Naga City, graduating in 1998. Taking a four-month leave from Quedancor he reviewed at the same school (UNC) and passed the bar on his first attempt with flying colors.
As Quedancor executive, he holds a position that is very crucial to the overall development thrust not only in Camarines Sur but the whole Bicol Region. This is because the agency which has an authorized capitalization of P2 billion is tasked to modernize agriculture through a comprehensive financing and guarantee support system for the agricultural sector. The agency also endeavors to accelerate the flow of investments and credit resources to the rural areas to stimulate rural productivity, create employment and livelihood opportunities and build new enterprises. When Quedancor funds become inadequate to meet credit demands, it is for the regional management to scour for local funds to sustain the needs of farmers and fishermen and this is where Atty. Enciso also excels.
No wonder on April 15, 2003, Quedancor President and Chief Executive Officer, Dr. Nelson C. Buenaflor, conferred on him the Quedancor Plaque of Recognition at the Silver Recognition Night in Quezon City. His citation reflected in unequivocal terms his enviable accomplishment: “For his impeccable leadership and laudable contribution in strengthening and fortifying the corporate task of Quedancor by implementing an innovative scheme that resulted in sufficient fund sourcing activity, sustained flow of collection and loan releases, administrative intensification, area development and strengthening of the company’s existing financing system”.
Born on December 10, 1959, Atty. Enciso is married to Zenaida Ong, Manila manager of Kaisho Company which is engaged in tuna trading. They have two sons, Julius Ervin , 18 years old, a BS Financial Management student at the San Beda College, and John Lester, 13, a high school student at the Ateneo de Naga University.
One of the most ardent proponents of the revival of the CRANE late in 2004, Rene as colleagues in the organization simply call him, has a treasure trove of ideas for CRANE to help push the growth and development of his hometown. He serves at present as CRANE director and is in the Income Generating Committee. Other than CRANE he is with Provident Ventures Corporation as incorporating director, Rotary Club International 3820 Isarog Chapter, Regional Management Committee of the Department of Agriculture, Integrated Bar of the Philippines, Regional Agricultural and Fishery Council and the Philippine Society of Agricultural Engineers.
